It’s a beautiful museum, it would be sad to miss out on it. It clearly got the public’s approval. There’s much to learn about navigation in general, especially in the Baltic countries, like these boats on ice that I had never heard of. The museum is included in the Tallinn Card (there’s a discount I think) and for the same price we can see the outside part of the museum as well, which means going in the boats.
It’s located along the Baltic Sea, near the old Kalamaja fishing village. You can go there by walking along the water, after that, you can go to Boheem Café.
They have a very honorable cafeteria, I have to say that eating my 2.10 euros sandwich outside in the sun with a good espresso was one of the big highlights of my trip:).
Give yourself a good half a day to go there, the museum is worth the detour for what’s inside ( that being said, after two canons or two military boats, I’ve had my fill, I don’t need to see 12), but also for its location.
